David L. Hutchinson joined the Florida Department of Transportation (FDOT) Office of Policy Planning in 2006. He works with federal and state agencies, FDOT Districts, local governments and the Metropolitan Planning Organization (MPO) Advisory Council to coordinate implementation of statutes, administrative rules and Department policies involving growth management, the Strategic Intermodal System (SIS), the Florida Transportation Plan, and regional planning processes. He previously worked as intergovernmental liaison for FDOT's District One Southwest Area Office, contributing to multimodal and metropolitan transportation planning in one of the nation's fastest-growing regions. During record-breaking hurricane seasons in 2004 and 2005 he served as a liaison to county Emergency Operations Centers. His multidisciplinary generalist background combines environmental research, political science, planning, public affairs, and administration. Prior to joining FDOT, Hutchinson directed award-winning campaigns for Tweed Advertising, Inc. in Fort Myers, Florida, with clients involved in planning, design and engineering; real estate; tourism and economic development; and sustainability/smart growth. He is a seasoned representative who develops collaborative partnerships with government officials, stakeholders, media, and customers. Hutchinson served as County Administrator and as Administrator/Assistant Road Supervisor for Grand County in Moab, Utah. He created a geographic information system (GIS) and Telecommunications Technology Task Force, contributed to infrastructure and stormwater drainage master plans and road corridor studies, and oversaw 11 county departments. Before that, he was spokesperson, public affairs liaison, and principal community relations advisor for San Diego County Supervisor Brian Bilbray (now a U.S. Congressman). He is a veteran member of the Telluride Film Festival production team, and continues to contribute to stagecraft, emergency/risk management, and special projects. As owner of Hutchinson Consulting Network, he created the national media campaign that helped retain the America's Cup yacht races in San Diego, worked as a photojournalist and associate editor of San Diego CitySports magazine, and reviewed dozens of San Diego restaurants for Uptown weekly. Hutchinson managed national public relations for the San Diego Convention & Visitors Bureau, organizing itineraries for hundreds of travel writers annually, coordinating production for visiting film/TV crews, and producing record levels of media coverage. |

He worked as an environmental researcher, contributed to NEPA studies, and was responsible for federal contract compliance documentation for the Geokinetics synthetic fuels project. He presented U.S. Department of Energy public affairs/environmental education exhibits at trade shows, special events and schools throughout the U.S. In 1975-76 Hutchinson traveled to 46 states as part of the national field management team for the Bicentennial Wagon Train Pilgrimage to Pennsylvania, one of the largest public relations projects ever conducted. He is committed to quality, integrity, respect, teamwork, conservation, and lifelong learning. |

He earned a Bachelor of Science degree in Environmental Studies from Utah State University, and attended Canal Zone College in Panama. Hutchinson's professional and civic involvement has included memberships in the American Planning Association, Urban Land Institute, Hospitality Sales and Marketing Association International, Southwest Florida Attractions Association, Public Relations Society of America, Panama Canal Society and other organizations. He volunteered as a Reserve Deputy Sheriff with the San Diego County Sheriff's Search and Rescue Bureau. He and his wife, Lupe, are parents of two young adults. |
